Job Title: PICW (Person in Charge of Work)
Reporting to: Project Manager
Business Unit: Ireland
Purpose of the Position
This role will assist the Project Manager, Planners, and Work Coordinators on a day-to-day basis to ensure that the highest standards of operational safety are maintained at all times by their team.
The PICW is responsible for the safe execution of specific work activities on ESB Networks infrastructure.
This includes ensuring compliance with ESB’s Electrical Safety Rules and managing all safety aspects of the task.
Responsibilities & Duties
Including but not limited to the following:
Act as a role model for Omexom Company Values
Role model for all safety-related matters, thereby supporting the Project Manager in developing and delivering safety culture within the team
Identifying, communicating, and implementing DSRA/JSSP prior to work commencing
Liaising with the Project Manager to ensure all safety critical information and operational method changes are communicated
Ensuring all site work is carried out in line with established procedures, ESB and Omexom
Ensures all work complies with the Safety, Health and Welfare at Work Act 2005, Construction Regulations 2013, and ESB Networks Electrical Safety Rules
Keeps documentation (e.g., method statements, inductions, approvals) available for inspection
Ensuring all approved PPE is available on site and that the team are using it appropriately
Assisting the Project Manager with performing safety inspections to high standards
Acts as the primary point of contact for safety-related issues on site
Communicates safety alerts, changes in work conditions, and incident learnings to the team

Qualifications and Experience
Must be competent and approved to ESB PICW Level 1, 2 or 3 authorisation
Sufficient knowledge and awareness of safety legislation, requirements, policies, and procedures
Be an effective communicator and able to communicate with various levels of management
Knowledge and experience of ESB Safety Rules 2022 (Electrical) and substation procedures
Must demonstrate leadership in safety and the ability to manage teams in high-risk environments
Ability to read and work off schematic diagrams, with a knowledge of control and protection systems
